Offshore banking has often been associated with the underground economy and organized crime through tax evasion and money laundering. It offers opportunities for creating complicated financial schemes and funds secrecy in places where they are relatively safe from identification and seizure by law enforcement. There is no doubt bank secrecy can be a useful tool for hiding criminal money. There can be totally anonymous accounts where no one in the bank can possibly know who the beneficial owners of the accounts are. These are the most dangerous. However, at present only Austria offers such accounts.

Hedge Funds
A hedge fund is an investment fund that can undertake a wider range of investment and trading activities than other funds. However hedge funds are only open for investment to a limited number of qualified investors who meet criteria set up by regulators. These investors can be institutions, such as pension funds, university foundations, or select individuals. Hedge funds have historically not been subject to the same restrictions that govern other funds. But after the 2008 credit crisis the U.S. and Europe intended to increase government supervision of hedge funds and eliminate certain regulatory gaps.
