NATO – North Atlantic Treaty Organization; NAC – North Atlantic Council; treaty – 1) a formal agreement or contract between two or more states, such as an alliance or trade arrangement; 2) the document in which such a contract is written. liberty – the power of choosing, thinking, and acting for oneself; freedom from control or restriction; to embody – to be an example of or express (an idea, principle, etc.), esp in action; permanent – 1) existing or intended to exist for an indefinite period; 2) not expected to change for an indefinite time; not temporary. forum – a meeting or assembly for the open discussion of subjects of public interest; threat – 1) a declaration of the intention to inflict harm, pain, or misery; 2) an indication of imminent harm, danger, or pain. to retain – to keep in one's possession; ambassador – short for ambassador extraordinary and plenipotentiary; a diplomatic minister of the highest rank, accredited as permanent representative to another country or sovereign; framework – a structural plan or basis of a project; intergovernmental – conducted between or involving two or more governments; integral – being an essential part (of); intrinsic (to).
