Britain's defence policy is based on membership of NATO which is committed to defend the territories of all member states. Britain devoted 4.2 per cent (£24,557 million) of gross domestic product to defence expenditure in 1991. Britain and its NATO partners are readjusting their military structure and strategy to the new situation arising from the end of the Cold War and the creation of new states in the European continent. The new NATO structure means that Britain provides a substantial number of troops to a rapid reaction force under a British command, planned to be operational since 1995. Britain also contributes important elements to NATO's new naval and air reaction forces. The promotion of Britain's wider security interests is achieved by military assistance and training, deployments and exercises, and support for peacekeeping and monitoring operations.
